1. Prior to the start of the new contract, I was enrolled in the Enhanced Program but live overseas. Has my TRDP enrollment been automatically transferred to the Enhanced-Overseas Program? Yes. Current enrollees in the Enhanced Program who live overseas (i.e., outside the 50 United States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands and Canada) were automatically transferred to the Enhanced-Overseas Program on October 1, 2008. As an enrollee in the Enhanced-Overseas Program, you have been assigned a new group number (4602) and are now eligible to receive comprehensive coverage anywhere in the world. Be sure to refer to the Enhanced-Overseas supplement for details on the guidelines that pertain specifically to your overseas enrollment. 2. I am enrolled in the Enhanced Program and have also enrolled my daughter. She is 20 years old and currently attends a university overseas. Can she receive ongoing dental care while she is abroad? Yes. Although enrollees in the Enhanced Program are eligible only for emergency treatment when traveling overseas, an exception is made for family members enrolled in the Enhanced Program who are full-time students attending school overseas. Proof of your daughter’s full-time student status is required for her to obtain TRDP covered treatment (other than emergency services), up to the age of 23 while she is studying overseas.

3. I live overseas and I have a son in college in the United States. Can he be enrolled as part of my overseas program? Eligible family members of enrollees in the Enhanced-Overseas Program are enrolled in the same program as the sponsor/primary enrollee, regardless of where they live. Your son, whom you indicate attends college in the U.S., would therefore be automatically enrolled in the Enhanced-Overseas Program and eligible to receive the full scope of TRDP services no matter where he lives or travels (up to age 23 if a full-time student). He can choose from but is not restricted to a list of TRDP participating network dentists in over 100,000 locations throughout the U.S., or he may see any licensed dentist anywhere in the world for his TRDP covered treatment. Of course, you will need to provide proof of your son’s full-time student status.

4. I live within the TRDP service area but my two children live with my ex-wife overseas. Can my family members obtain their TRDP covered services from a dentist near their home? Your children are eligible to enroll in the Enhanced TRDP under your sponsorship. However, in order for your children to obtain the full scope of coverage (other than emergency services) under the Enhanced TRDP while they are living overseas, you must provide proof that they are full-time students. Your former wife is not eligible to enroll in the TRDP.

5. I am currently stationed overseas. I will be retiring on January 2, 2009 and returning to the U.S. When will I be eligible to enroll in the TRDP, and what is the best way to enroll? What happens if I move again once I’m enrolled? If you enroll in December 2008, your coverage under the Enhanced TRDP will be effective January 1, 2009.
It is to your benefit to enroll in the TRDP as soon as you are eligible. By enrolling in December 2008, you and your family members will have no lapse in dental coverage between the time your current coverage under the active duty program ends and your coverage under the TRDP begins. Additionally, by enrolling in the TRDP within four months after your retirement from active duty and providing a copy of your retirement orders with your enrollment application, you will be able to waive the 12-month waiting period for major services offered under the TRDP.
You can enroll online, by telephone or by mail. If you wish to enroll by mail, download the application, complete it and return it along with a copy of your retirement orders to: Delta Dental of California, Federal Government Programs, PO Box 537008, Sacramento, CA 95853-7008. You can also enroll by calling our Customer Service department toll-free at 888-838-8737.
Be sure and notify us by phone or mail if you move, so that we can update your enrollment records. Note that since your premium rate for the Enhanced TRDP is determined by your ZIP code, it could change if you move.

6. I am a military retiree, living and working overseas. Even though my family lives in the United States, should we all enroll in the Enhanced-Overseas Program, or do we enroll in separate programs? Eligibility for enrollment is determined by the sponsor’s/primary retiree’s residence. Since you would enroll in the Enhanced-Overseas TRDP, all of your family would also enroll in the Enhanced-Overseas Program.

7. How do I get a list of dental providers overseas? Delta Dental does not maintain a dentist network for the TRDP overseas, so you may see any dentist you wish. If you do not already have a dentist overseas and need help in finding one, refer to the Overseas Resources page for a list of possible dentists overseas. And, if you and your family are enrolled in the TRDP overseas but live and work in different overseas locations, you and your family members can each see different dentists, in whatever area is most convenient for each of you.

8. I am a retired U.S. Army officer residing in Scotland. Now that TRDP coverage has been extended overseas, my wife and I would like to enroll. Where can we find out more information about the Enhanced-Overseas TRDP, including costs? Also, what are the reimbursement policies for overseas dentists? If possible, we would like to continue with our current dental provider, who is located near our home. Complete information on this exciting new program, including online enrollment, is available on this web site. To find the monthly premium rate for the Enhanced-Overseas Program, use the online Premium Search. Since you live overseas and do not have a U.S. Postal Code, be sure to enter “00000” as your ZIP code in order to get the correct premium rates for overseas enrollees. Monthly premium rates shown on the web site are for the contract year that starts October 1, 2009 and ends September 30, 2010.
As enrollees in the Enhanced-Overseas TRDP, you and your wife can see any dentist you choose while overseas, including your current dental provider. Since Delta Dental does not maintain a dentist network overseas, all dentists who are located overseas are considered out-of-network dentists. Reimbursement of TRDP services provided to you while overseas will be made in accordance with program guidelines for payment of TRDP services provided by out-of-network dentists. 9. If I have a problem with an overseas dentist, whom do I contact for help? If you have an issue with any out-of-network dentist—including dentists who are overseas—please submit your concerns in writing to Delta Dental at the address for written correspondence that is listed in the “References” section of Enhanced Program Benefits Booklet.

10. I am enrolled in the Enhanced Program. Do I have coverage for a dental emergency if I travel to Europe on a vacation? Yes. Effective October 1, 2008, enrollees in the Enhanced Program are covered for emergency dental treatment when traveling overseas.

11. I am enrolled in the Enhanced-Overseas TRDP and will be soon be traveling to the U.S. to visit my family. If I need dental treatment while I am there, will I be covered? Yes. As an enrollee in the Enhanced-Overseas Program, you can obtain all of your TRDP covered treatment anywhere in the world. When you are visiting in the United States and need dental treatment, you can choose any licensed dentist for your treatment, or you can select a participating TRDP network dentist in one of over 100,000 locations nationwide for even more cost savings.

12. I have German national insurance. Can I use that and the Enhanced-Overseas TRDP to pay together? Delta Dental can often coordinate benefits with other insurance carriers. When you submit a claim for TRDP treatment provided overseas, you will need to provide information on what your other carrier paid. If possible, it will be coordinated with your TRDP coverage, and appropriate payment will be made, not to exceed the allowed amount.

13. I live overseas and have been enrolled in the Enhanced TRDP for two years. Do I have to satisfy a new 12-month waiting period for major services under the Enhanced-Overseas Program? No. As an enrollee in the Enhanced Program who lives overseas, your enrollment was transferred automatically to the Enhanced-Overseas Program. Therefore, you don’t have to wait for major services because you have already satisfied the waiting period.

14. I live overseas. A lot of the dentists here want to do a comprehensive exam with every visit. How many exams will the TRDP cover? Under the TRDP, payment by Delta Dental is limited to two dental exams per year. However, only one of these exams can be a comprehensive exam if performed by the same dentist in a 12-month period.

15. I live overseas and because of the time difference am having difficulty getting through to a TRDP Customer Service representative when I call. Do you have a special number that is available around the clock for retirees who live overseas? A. You may contact Delta Dental from outside the United States by calling the special international toll-free Customer Service line at 866-721-8737. Customer Service representatives at this number are available 24 hours a day, seven days a week for the convenience of our customers who live overseas. Prior to dialing the toll-free number, you must enter the AT&T USADirect Access Number for the country from which you are calling.
